Your progress (High Score, Level, and Points) is saved automatically to the cloud whenever you complete a year or make a decision. Ensure you are signed in (via Apple, Google, or Facebook) to sync your data.
You earn Political Capital (Points) by surviving years in office. The better your approval ratings and economy, the more Capital you bank at the end of each year.
If any of your 4 stats (Approval, Treasury, Diplomacy, Security) hits 0, your term ends. You can use Political Capital to resolve the crisis and continue, or accept defeat and start a new term.
You can delete your account instantly inside the app:

Yes! You can play offline, but your High Score will only update on the global Leaderboard once you reconnect to the internet.
